Displays the Instruction Summary help topic, designed as a quick guide to the Screen Ruler mouse and keyboard controls.

When using the Screen Ruler, to conserve screen space the Instruction Summary is most conveniently viewed by hiding the Help System tabs by pressing the button at the top of the Help System window.
